国家移民管理局贯彻落实统筹推进新冠肺炎疫情防控和经济社会发展工作部署十项举措

Ten Measures of the National Immigration Administration for the Prevention and Control of the Novel Coronavirus Pneumonia and Economic and Social Development

一、有序恢复公安出入境窗口服务。落实差异化防控策略要求，分区分级有序恢复公安出入境窗口服务。低风险地区即日起全面恢复公安出入境窗口服务；中风险地区视情逐步恢复公安出入境窗口服务；高风险地区开设应急预约服务，受理审批急需个案申请。恢复开放的公安出入境窗口，要积极主动为中国公民出国出境和外国人在华投资、商贸、创业等提供申办证、签证优质服务。

Ⅰ. The exit-entry service windows of public security organs shall be orderly reopened. Differentiated prevention and control strategies shall be implemented and exit-entry window services of public security organs shall be restored in an orderly manner according to the risk levels of different areas.Exit-entry window services of public security organs shall be fully restored instantly in low-risk areas and gradually restored in middle-risk areas according to their situations; Emergency reservation services shall be provided in high-risk areas to accept and approve urgent individual applications. The restored public security exit-entry service windows shall take the initiative to provide quality certificate and visa handling services for Chinese citizens to go abroad and foreigners to invest, trade and start businesses in China.

二、延长部分外国人在华停居留期限。疫情防控期间，在华继续从事创新创业工作、科研的外国人，所持签证或停居留许可到期的，在华停居留期限自动顺延2个月，无需办理延期手续。上述人员顺延期限内可在华合法停居留或正常出境。

Ⅱ. The duration of stay for some foreigners in China shall be extended. During the epidemic prevention and control period, for foreigners who continue to engage in innovation, business start-up and scientific research in China, their permitted duration of stay in China will be automatically extended for 2 months without any extension formalities, if their visas or residence permits expire. The above-mentioned personnel may stay in China legally or leave China normally within the extended period.

三、提前为在华外国人办理再入境签证。疫情防控期间，在华外国人所持签证入境次数使用完毕，需要临时短期出境参加商务贸易、科研学术交流等活动后再返回的，可预先为其办理再入境签证；来华外国人所持居留许可过期的，可凭原居留许可申办口岸签证入境。

Ⅲ. Re-entry visa applications for foreigners in China shall be issued in advance. During the epidemic prevention and control period, for foreigners  in China who need to leave China temporarily to participate in business, trade,scientific research, academic exchanges and other activities before returning,they can apply for re-entry visas in advance if entry times of their visas have been used up. Foreigners whose residence permits expire can apply for port visas to China with the original residence permits.

四、为来华投资、创业、贸易外国人办理口岸签证。因投资、创业、商贸等紧急事由需来华的外国人，可凭相关企事业单位邀请函申办口岸签证。入境口岸无口岸签证机关的，由出入境边防检查机关为其办理临时入境许可。外国人入境后，公安机关出入境管理部门依法及时为其办理签证、停居留证件。

Ⅳ. Port visas shall be issued for foreigners coming to China for investment, business start-ups and trade. Foreigners who need to come to China for urgent reasons such as investment, business start-ups and trade may apply for port visas with the invitation letter of relevant enterprises or institutions. If there is no port visa authority at the entry port, the exit/entry border inspection authority shall issue a temporary entry permit for the applicant. After a foreigner enters China, the Exit & Entry Administration Department of the public security organ shall, in accordance with the law, timely handle his/her visa and residence permit application.

五、积极为参与疫情防控的中外人员提供出入境便利。为参与医疗救护、药品研发、物资供应、学术交流等防疫抗疫工作的中外人员，坚持提供24小时加急办证服务。对来华参与防疫抗疫工作的外国人，可根据其工作需要，签发相应期限的居留许可；对在防疫抗疫工作作出重要贡献、本人申请在华永久居留资格的，予以优先受理审批。

Ⅴ. The entry and exit of Chinese and foreign involved in epidemic prevention and control shall be actively facilitated. For the Chinese and foreigners participating in epidemic prevention and control work such as medical aid, drug research and development, material supplies and academic exchanges, 24-hour emergency visa services shall be provided. Foreigners who come to China to participate in epidemic prevention and control may, according to their work needs, get residence permits with the corresponding duration; priority shall be given to applications for Chinese Permanent Residence Identity Cards by those who make important contributions to epidemic prevention and control.

六、主动为中外人员提供网上申办出入境证件。内地居民可网上提交出入境证件申请，外国人可通过电子邮件和邮寄方式提交签证、停居留证件或永久居留申请。出入境国际航班可网上申报载运人员信息，无需再提交纸质申报单据。

Ⅵ. The initiative shall be taken to provide online services of  exit-entry certificates for both Chinese and foreigners. Mainland residents can submit applications for entry-exit certificates online, while foreigners can submit applications for visas, residence permits or permanent residence by email or post. International flights that leave or enter China can report passengers' information online, with no need to submit paper declaration documents.

七、优先为复工复产人员申办证照签注。对企业复工复产需要出入境的中外人员，优先受理审批出入境证件，对需要及时出境入境的，边检机关提供快速通关服务。

Ⅶ. Priority shall be given to applicants applying for certificates and endorsements to resume work. Priority shall be given to accepting and approving the exit-entry certificates of the Chinese and foreigners who need to go back to work. For those who need to exit or enter China in time, the border inspection authorities shall provide quick border-check services.

八、优先为进出口商品物资提供快速便捷通关。对运输抗疫物资、国际进出口商品和鲜活农产品的交通运输工具继续实行“零等待”边检验放。对运输上述物资、商品的国际航行船舶，入境的到港即可作业，出境的提前办理边检手续。在陆地边境口岸，对运输上述物资、商品的跨境运输车辆开设专用通道，优先安排通关。

Ⅷ. Priority shall be given to the provision of quick border-check services for import and export commodities and materials. Transport vehicles carrying anti-epidemic materials, import or export commodities and fresh agricultural products will continue to be subject to "no waiting" for border inspection and allowance. For the ships carrying the above-mentioned goods and commodities on international voyages, those entering China may operate on arrival at the port of entry, and those exiting China may go through border inspection formalities in advance. At the land border ports, exclusive channels shall be opened for cross-border transport vehicles carrying the above-mentioned materials and commodities, and priority shall be given to the min customs clearance.

九、主动为中外人员提供出入境管理政策调整查询服务。通过“出入境信息一键通”为广大出入境人员提供疫情防控期间境内外出入境管理政策调整变化提醒服务，及时告知提醒有关国家和地区临时入境管制措施，以及我国口岸开放通行情况，便利相关企业和出境人员合理安排行程，避免不必要损失。

Ⅸ. Inquiry services of exit-entry policy adjustments for Chinese and foreigners shall be provided. Through the WeChat mini program's "Exit-Entry Information Consultation Link", domestic and international adjustments on exit-entry administration policy during the epidemic prevention and control period shall be provided for exit-entry personnel, including information about the temporary entry control measures of relevant countries and regions and ports' opening situations of China so that relevant enterprises and exit personnel can reasonably arrange their itineraries and avoid unnecessary loss.

十、强化出入境窗口和通关现场防疫抗疫工作。在所有对外开放的出入境窗口、通道、场所全面严格执行防疫抗疫规定，认真严格落实公共场所、人员密集场所的公共卫生安全管理措施，严防疫情感染传播；严把国门，健全口岸联防联控机制，及时向海关检验检疫部门通报相关预警信息，主动配合做好出入境人员检测、隔离、留观措施；加强对广大出入境人员防疫抗疫知识宣传，为出行中临时缺乏或忘戴口罩的出入境人员，免费提供必要的安全防护物品。

Ⅹ. Epidemic prevention and resistance work at exit- entry windows and border inspection sites shall be strengthened. At all exit-entry windows,passage ways and other facilities that are opened, the regulations on epidemic prevention and resistance shall be strictly implemented, the public health and safety management measures shall be strictly implemented in public and densely populated locations to prevent the spread of the epidemic. The border shall be strictly controlled. The joint prevention and control mechanism of ports shall be improved. Relevant warning information shall be timely reported to the inspection and quarantine department of the Customs, and the initiative shall be taken to be cooperative in the inspection, isolation and observation of exit-entry personnel. Also, the publicity of epidemic prevention and resistance knowledge will be strengthened among all exit-entry personnel, and necessary safety and protective articles, such as gauze masks, shallbe provided free of charge for the exit-entry personnel who temporarily lack or forget to wear them.
